prescribed by the Secretary It provides to the IRS information required
to put
you in a tax EXEMPT status.

No If you are a federal or civil employee or you own a
business that engages in the sale
of alcohol, tobacco or firearms,
then you are required to file
a return Everyone else, as long as you do not fall into one

statement instead of a return.
